I hold a B.A., cum laude, and M.A. from Kent State University, Ph.D from the State University of New York at Buffalo, and J.D. from the University of Kentucky. I received the Morehead State University Distinguished Researcher Award in 1991; and I received the Morehead State University Distinguished Teacher Award in 2005. My courses on U.S. and Comparative Constitutional Law, Courts and Civil Liberties, Environmental Law and Policy, Criminal Law and Procedure, and Human Rights Law define the core of my teaching interests. I am MSU's Law School Admission Council Coordinating Pre-Law Advisor and MSU's, Societas Pro Legibus faculty advisor. My research and publications explore constitutional and civil liberties issues and the legal dimensions of economic development, language rights, labor relations, and pharmaceutical drug policies. My current research focuses on the impact of U.S. Supreme Court decisions on the authority of state governments to regulate the direct shipment of wine and to take private property in order to promote economic development. As chair of the Kentucky Canadian Studies Consortium, I administer the multidisciplinary Canadian Studies Online Program in cooperation with consortium campus representatives.
